A report on the pre-academy stakeholder workshops, Maputo - 28-29 July 2009
IntroductionAs part of the lead-in strategy for the AKA,Maputo, two one-day stakeholder workshops were held at the Institute for Teacher Training, Matola, on Tuesday July 28 and Wednesday July 29, 2009.
Target participants for the first day were 40 education officers for the Matola district (the proposed location for AKA, Maputo), whilst day two participants were 38 heads and principals of all primary schools in the district.
The key workshop objectives were as follows:
- To help IED, Dar es Salaam prepare for a proposed course in educational leadership
- To understand the possibilities for, and constraints of, educational leadership in a Mozambican context
- To understand the successes and challenges of leadership roles and responsibilities in a Mozambican context
- To identify training needs for educational leadership.
At the same time, AKA Maputo took the opportunity to communicate the vision for the Academy, its professional development outreach programme, and the initial steps being taken here in Maputo for the PDC.
Rui Carimo also took the opportunity to present on the work of AKDN in Mozambique, as well as AKF’s initiatives in Pemba. The workshops were facilitated by Jane Rarieya and Purity Mwingi Mweru from IED, Dar es Salaam, whilst simultaneous translation was provided by Aida Munhequete from the Language Institute in Maputo.
Key outcomes/understandingsAlthough a report on the workshop from IED will be forthcoming in a couple of weeks, there were a number of outcomes and understandings that can be communicated at this stage.
AKA Maputo gained a good understanding of the difficulties education leadership faced in a Mozambican context. They include:
- There is a strong emphasis on bureaucracy and meeting ministerial requirements (from staff appraisal and student assessment to control of the weekly timetable and national curriculum implementation), as opposed to pedagogical leadership and school development planning.
- There is a chronic shortage of resources – both human and material – which leadership find difficult to deal with. Any proposed PD in either language learning or educational leadership will need to help participants come up with creative solutions to this problem.
- There is a prevailing problem related to student and teacher health. Many students attend school while they are ill or in poor health and AIDS/HIV is a major issue in the communities which they serve.
School leadership are looking for the following (among others) in any professional development programme designed by IED:- Student-centred learning strategies – particularly in the context of multi-age classrooms
- Human resource management
- Conflict management and resolution
- Strategies to mobilise the local community
- Financial management for effective student outcomes
